Does X out mean it's illegal?

No, X-Out balls are still legal bowling balls and will still have a USBC approved serial number so they can be used in sanctioned games. The X-Out balls however will have an irregularity or blemish that keep them from being first quality condition. First quality balls will have pin placements and top weights that usually allow for several types of drilling options. An X-Out could have a pin or top weight that limits the drilling options so you may only have as few as one option to drill the ball to get the ball to be right. X-Out could also mean that the weight of the ball did not come out in the range they consider first quality. Or maybe the colors swirled together and turned the ball to a different color than expected so they could not sell as first quality. These are some of the reasons a ball could be an X-Out but it will not be illegal or defective.
