Yes, the top two bags are detachable.

Can you take the middle bag piece off and put the top tote piece in it's place to make it a 4 ball bag?

Unfortunately this bag does not collapse down to be used like a 4 ball bag. The middle bag can be removed but then the top bag would not fit in between the platforms to go in the middle bag place.
