Can the bag be compacted if shoes weren't in the compartment for the ability to take it on a plane?

If the shoe pocket is empty the shoe pocket will collapse down some to make the dimensions of the bag smaller. I am not sure if the dimensions would meet all airline requirements but I do know the shoe pocket will collapse.

how does 2 pair of shoes fit in the shoe compartment

You may be able to stack the shoes in a way to get two pair to fit in the shoe pocket. There are some limitations so both shoes cannot be larger shoe sizes. But you could put the larger shoe in first and then flip the next pair to go in opposite and get them to stack more tightly in the shoe pocket. See the video for one example of how to position the shoes.
