Yes, this is meant for light oiled lane conditions. It will hit hard to the pins.

This ball is listed as a spare ball because it has very little hook potential. In lighter to drier conditions this may have a small hook potential but in heavier oil it will have little to none.

whats the hook potential on the 1-30 range

On a scale 1-30 I would say the Storm Ice would be considered a 1 and something like the Storm Gravity Evolve would be 29 or 30. The Storm Mix would fall around a 5 on this scale. It is still a great option for spares to shoot straight but in extremely dry conditions you could get some reaction from the cover.
