They are going to be very very comparable. They have similar solid coverstocks with the same out-of-box finish. They also have weight blocks that produce almost the same RG and RG diff numbers so they reactions on the lanes should be very close.

Will a 13 hook like the 15

The weight block on the 13lbs is different than the weight block on 15lbs so the 13lb will have a slightly lower hook potential. The 13lb still has the same coverstock and finish to give you very similar reaction on the lane but just a little weaker overall hook potential.
